Introduction

The SSGMA was introduced on December 3rd 2013 by Student Senate Vice-President Anthony Sumnicht with a second by Diversity Senator Joseph Schmidt.(Minutes) This Motion was assigned the identification number SS-13-14-90.

The New Structure (SSGMA as amended on the floor of Student Senate)

Student Senate (changed)

This agency is elected by the student body. It serves as the major recommending body relative to overall campus matters. It reviews and deals with the complete spectrum of student-life related concerns. Student Senate has major contact with university administration and the Faculty Senate, with recommendations directed to the Chancellor on most matters. The Student Senate serves as UW-River Falls’ Segregated University Fees Allocation Committee (SUFAC). 

Membership includes: President, Vice President, AFAB Chair, F&F Chair, 4 College Senators, Graduate Senator, On-Campus Senator, International Senator, Military Senator, Non Traditional Senator, 4 First Year Senators, and 8 At-Large Senators

 

Executive Committee (changed)

The purpose of the Executive Committee is to provide direction and leadership to the Student Senate and Student Association, and to provide direction to the Student Senate President and Student Senate Board Chairs regarding segregated fees and policies. The Executive Committee reviews and approves all changes to the allocable fees. Additionally they officially recognize all Student Organizations and to establish appropriate requirements for recognition as a Student Organization. This committee also assigns Senators to Student Senate Committees and Boards.

Membership includes:  President, Vice President, AFAB Chair, F&F Chair, and the Chairs and Directors of Student Senate standing committees.

 

Academic Council  (new)

The purpose of the Academic Council is to promote and secure conditions conducive to student intellectual and educational advancement.

Membership includes:  Academic Council Chair, the 4 College Senators, the Graduate Senator, and 3 At-large Students

 

External Relations Committee (new)

The purpose of the External relations Committee is to promote student concerns to appropriate members of the UW-River Falls faculty and administration, UW System Administration, UW Board of Regents, Wisconsin state legislature, Wisconsin Governor, United States Congress, and President of the United States, and also to promote opportunities for student involvement within the City of River Falls and surrounding area.

Membership includes: External Relations Chair, 4 Senators, and 4 At-large Students

 

Student Affairs Committee (new)

The purpose Student Affairs Committee is to appoint students to Student Senate committees, Student Senate Boards, University Committees, and Facilities and Fees committees. The Student Affairs committee also initiates, reviews, and supports projects and policies concerning student affairs and services. Lastly they formally survey students to identify student needs and issues.

Membership includes: Student Affairs Chair, 4 Senators, and 4 At-large Students

 

Allocable Fee and Appropriations Board (unchanged)

AFAB is not changed by the SSGMA

 

Facilities and Fees Board (changed)

The F&F  is tasked to provide student input on determining appropriate funding and fee levels for all Non-Allocable student fees and user fees in accordance with F50 and other relevant governing documents. 

Membership includes: F&F Chair, One representative from each Student Senate Advisory Committee, and 2 Student Senators

 

Campus Improvements and Safety Committee (new)

Provides student input into determine appropriate funding and fee levels and to provide student input into facilities usage and policies for departments utilizing the Campus Improvements and Safety Committee's fees and budgets of concern.

Fees and Budgets of Concern: Student Life, Differential Tuition, Municipal, Rodli Hall, Parking budget, University Police budget

Membership includes: At least 8 At-Large Students 

 

Student Services Committee (new)

Provides student input into determine appropriate funding and fee levels and to provide student input into facilities usage and policies for departments utilizing the Student Services committee’s fees and budgets of concern. 

Fees and Budgets of Concern:Health, Text Book, Carding, Day Care, Career, Tech Fee, New Student, Division of Technology Services budget

Membership includes: At least 8 At-Large Students 

 

University Center Committee (changed)

Provides student input into determine appropriate funding and fee levels and to provide student input into facilities usage and policies for departments utilizing the University Centers committee’s fees and budgets of concern. 

Fees and Budgets of Concern: University Center, Dining

Membership includes: At least 8 At-Large Students 

 

Recreation and Sport Facilities Committee (changed)

Provides student input into determine appropriate funding and fee levels and to provide student input into facilities usage and policies for departments utilizing the Recreation and Sport Facilities committee’s fees and budgets of concern.  

Fees and Budgets of Concern: IM Complex, Stadium, Intramural, Hunt Arena, New HHP, Outdoor Rec

Membership includes: At least 8 At-Large Students 

 

Student Athletic Advisory Committee (changed)

Provides student input into determine appropriate funding and fee levels and to provide student input into facilities usage and policies for departments utilizing the Student Athletic Advisory committee’s fees and budgets of concern.  

Fees and Budgets of Concern:  Athletics

Membership includes: 14 students representation from each varsity sport and At-Large Students 

 

Residence Hall Association (unchanged)

RHA is not changed by the SSGMA

RHA is tasked with determine appropriate funding and fee levels and to provide student input into facilities usage and policies for the Department of Residence Life's fee and budget.

 

Student Judiciary (new)

The Student Judiciary shall have authority over all Student Association elections, over cases and controversies arising under the Constitution, Bylaws, rules, and laws of the Student Association, and over all Registered Student Organizations (RSO's), including the Student Senate. This includes the power to find Student Senate and RSO Bylaws, procedures, policies and rules unconstitutional under the Constitution of Student Shared Governance at the University of Wisconsin-River Falls, and thus to strike them down.

Membership includes: One Student Chief Justice, One Faculty Chief Justice, 5 Student Associate Justices 

 

Removed Committees: Presidents Council, Student Affairs and Academic Services, Shared Governance, Legislative Affairs, Sociocultural Issues, Ethics, Textbook Services, Dining Services, Student Health, Student Life, Career Services, and Differential Tuition
